PERMANENT RESIDENCY
Permanent
Residency in Uruguay
DNM (Dirección Nacional de Migración) is the
government office that deals with immigration and residency matters. It takes
approximately one year to become a resident in Uruguay.
Procedures:
The applicant must gather all supporting documents
that the DNM may ask him/her to provide. Please take note that most of these
documents are obtained abroad. The person must enter the country as a tourist,
bringing along the required documents (below). Within 90 days of having entered
the country, the person must personally submit the request for residency at the
DNM.

The 90 days
can be extended for another 90 days if necessary but you will have to process
it in Uruguay;
·
Once the
request is submitted, the person may stay in the country without limitations as
a temporary resident.
Supporting Documents:

Birth
certificate
·
Marriage
certificate
·
Criminal
background check (Police record from country of origin and countries where the
person has lived for in the past 5 years. For U.S. citizens this is obtained in
Uruguay at the Interpol office or in the USA in the FBI regional office,
and the Uruguayan Consulate in your closest jurisdiction must legalize it).
The documents obtained abroad must have the
“Apostille” in the country, then they must have a Certified translation in
Spanish.

Apostille is
already available in the Philippines starting May 14, 2019. You may obtain this
document from the Office of Consular Affairs.
* There is no need to submit this document in the
Consular Section for legalization
Documents obtained in Uruguay
·
Entry card
(TES – Tarjeta de entrada) and copy of passport with arrival stamp
·
Passport
sized pictures
·
Medical
check-up (Carné de Salud Laboral, issued by public or private medical
institutions, authorized by the Ministry of Public Health. Must say it is for
temporary residency: “Para radicación o residencia legal en el país”).
·
Interpol
police-record request, for U.S. Citizens
·
Proof of
income requirements
Residency applicants must prove that they have an
income of at least USD 1,500.00 per month (this figure is approximate since DNM
will judge every case individually). Some options to prove this are the
following:

Pension from
abroad
·
Mutual fund
or retirement fund income
·
Proceeds
from the lease of a property abroad or in Uruguay
·
Income from
a company, abroad or in Uruguay
·
Work
contract in Uruguay.
The income must be clear and verified by a Notary in
Uruguay.
Outcomes:
After 1 year of filing for residency, the permanent
resident status is granted. 3-5
years later, one may request Uruguayan citizenship.
* Uruguay
allows dual/triple etc. residency and citizenship grants the right to a
Uruguayan passport.
