INDICACIONES SANITARIAS DE ACUERDO CON EL DECRETO 143/21 / SANITARY INDICATIONS IN ACCORDANCE WITH DECREE 143/21

Sanitary indications within the framework of the regulatory modifications established by Decree 143/021, amending Decree 195/020. Situations reason for frequent consultation by the Ministries of Foreign Affairs, Interior and Tourism.

1) Entry from abroad WITHOUT RTPCR (-) in those who gave RTPCR (+) in the LAST 90 DAYS

In the case of people who recently had the COVID disease, when doing the PCR-RT test, there is a possibility that the result will continue to be (+) for no well defined time.

Therefore, those who have carried the SARS-CoV-2 virus within the last 90 days prior to shipment or arrival in the country will no longer have to comply with the preventive social isolation that was mandatory. For the same, they must prove that they have had the disease by means of the positive result (+) of the PCR-RT test or antigen detection test carried out between 20 and 90 days prior to embarkation.

Those people who, through a certificate issued by the health authority of their country of origin, certify that they have been vaccinated against COVID-19 will also be exempt from performing preventive social isolation. It is a requirement that the vaccination has been carried out within the last six months prior to shipment or arrival in the country and that the waiting periods necessary to achieve effective immunity have been met. 2) Entry of "TRUCKERS OF FREQUENT ENTRY FOR A SHORT PERIOD OF TIME", (less than the delay of the PCR result). In the case of frequent truckers, to whom the PCR-RT test is coordinated for having expired (more than 7 days), who enter with the HNF carried out and without result, today it is accepted that they enter and circulate until the result is available, in general within a period of no more than 24 hours.

The term established to consider the RT-PCR as valid is 72 hours maximum from the moment of departure to Uruguay. Taking into account the cross-border and regional activity of truckers, whose activity involves frequent entry several times a week, and considering that

If the carrier maintains the protective and hygienic precautions established by Decree 195/020 Annex 2, maintains a status of preventive quarantine, we understand that the criterion of recognizing as valid the certificates of analysis by RT-PCR or similar with taking of sample carried out up to 7 days before entering the country, even when there are several admissions in that period.

3) List of VACCINES WITH NAMES OF PRODUCER LABORATORY AND / OR COMMON OR COMMERCIAL NAME (there is a way to easily identify it in several languages), with AMOUNT DOSE + DAYS TO PRODUCE EFFECTIVE IMMUNITY.

Some simple considerations:

·       The names of the vaccine vary per country.

·       It is important to check if one has 2 doses and at least 14 days after the last dose, except for Jansen vaccine with only a single dose.

·       It should be controlled in all 14 days after the last dose received.

·       The vaccines prequalified by the WHO are the following: Pfizer-BioNtech, Moderna, AstraZeneca, Janssen, Sinovac, Sinopharm

·       Those approved by EMA are the following: Pfizer-BioNtech, Moderna, AstraZeneca, Janssen

·       Those approved by the FDA are the following: Pfizer-BioNtech, Moderna, Janssen

4) Conduct to follow in CHILDREN AND ADOLESCENTS ENTERING THE COUNTRY, Uruguayans or foreign residents in our country:

All children over 8 years of age and adolescents under 18 years of age must comply with the provisions of Decree 195/020, with regard to testing and quarantine.

Children between the ages of 6 and 8 may enter with the result of negative RT-PCR according to the provisions of Decree 195/020, being exempt to perform preventive social isolation, repeating the test on day 7.

Children under 6 years of age will be exempt from social isolation preventive and testing, with extreme monitoring of symptoms.

Indicaciones sanitarias en el marco de las modificaciones normativas establecidas por el Decreto 143/021, modificativo del Decreto 195/020. Situaciones motivo de consulta frecuente por parte de los Ministerios de Relaciones Exteriores, Interior y Turismo.

1) Ingreso del exterior SIN PCR (-) en quienes dieron PCR (+) en los ÚLTIMOS 90 DÍAS En el caso de personas que cursaron la enfermedad COVID recientemente, al hacerles la prueba PCR-RT, existe posibilidad de que el resultado continúe siendo (+) por tiempo no bien definido.

Por ello, quienes hayan portado el virus SARS-CoV-2 dentro de los últimos 90 días previos al embarque o arribo al país ya no deberán cumplir con el aislamiento social preventivo que estaba indicado con carácter obligatorio. Para lo mismo, deberán acreditar haber cursado la enfermedad mediante el resultado positivo (+) de test PCR-RT o test de detección de antígenos realizados con un plazo de entre 20 y 90 días previos al embarque.

También estarán exentos de realizar el aislamiento social preventivo aquellas personas que, mediante certificado emitido por la autoridad sanitaria de su país de origen, acredite haberse vacunado contra la COVID-19. Es requisito que la vacunación se haya efectuado dentro de los últimos seis meses previos al embarque o arribo al país y que se hayan cumplido los plazos de espera necesarios para lograr la inmunidad efectiva. Para estos efectos servirá toda vacuna que esté aprobada por las autoridades sanitarias del país de origen de la persona que llega al país (ver punto 3).

2) Ingreso de "CAMIONEROS DE INGRESO FRECUENTE POR CORTO LAPSO DE TIEMPO”, (menos que la demora del resultado del PCR). En el caso de camioneros frecuentes, a los cuales se les coordina prueba PCR-RT por tenerla vencida (más de 7 días), que ingresan con el HNF realizado y sin resultado, hoy en día se acepta que ingrese y circule hasta tanto se disponga del resultado, en general en un plazo no mayor a 24 horas.

El plazo establecido para considerar como válido el PCR-RT es de 72 horas máximo desde el momento de la partida hacia Uruguay.

Teniendo en cuenta la actividad transfronteriza y regional de los camioneros, cuya actividad implica el ingreso con frecuencia varias veces a la semana, y considerando que si el transportista mantiene las precauciones de protección e higiénicas establecidas por el Decreto 195/020 Anexo 2, mantiene un estado de cuarentena preventiva, entendemos que debe mantenerse el criterio de reconocer como válidos los certificados de análisis por RT-PCR o similar con toma de muestra realizada hasta 7 días antes de ingresar al país, aun cuando ocurran varios ingresos en ese período.

3) Listado de VACUNAS CON NOMBRES DE LABORATORIO PRODUCTOR Y/O NOMBRE COMÚN O COMERCIAL (que haya forma de identificarla en forma sencilla en varios idiomas), con CANTIDAD DOSIS + DÍAS EN PRODUCIR INMUNIDAD EFECTIVA. Se adjunta listado de Vacunas aprobadas por agencias regulatorias

Algunas consideraciones sencillas:

 Los nombres de la vacuna puede variar entre país y país.

 Se debe revisar si cuenta con las 2 dosis y al menos 14 días luego de la última dosis, excepto la vacuna de Janssen que es una sola dosis.

 Se debe controlar en todas 14 días desde la dosis final recibida.

 Las vacunas precalificadas por la OMS son las siguientes: Pfizer-BioNtech, Moderna, AstraZeneca, Janssen, Sinovac, Sinopharm

 Las aprobadas por la EMA son las siguientes: Pfizer-BioNtech, Moderna, AstraZeneca, Janssen

 Aprobadas por la FDA son las siguientes: Pfizer-BioNtech, Moderna, Janssen

4) Conducta a seguir en NIÑOS Y ADOLESCENTES QUE INGRESAN AL PAÍS, uruguayos o residentes extranjeros en nuestro país:

 Todo niño mayor de 8 años de edad y adolescente menor de 18 años, deberá ajustarse a los dispuesto en el Decreto 195/020, en lo que respecta al testeo y la cuarentena.

 Los niños con edad comprendida entre 6 y 8 años, podrán ingresar con resultado de PCR-RT negativo según lo dispuesto en el Decreto 195/020, estando exento de realizar aislamiento social preventivo, repitiendo el testeo al día 7.

 Los menores de 6 años de edad, estarán exentos de realizar aislamiento social preventivo y testeo, debiendo extremar monitoreo de síntomas.
