RETURN TO PARTIAL CLOSURE OF BORDERS

Requirements for Entry into Uruguay effective 01 Feb 2021 as per Circular 024 of 29 January 2021 / Circular 028 of 10 February 2021.

Uruguayan Natural and Legal Citizens

It is required to present their valid travel document (it can be Uruguayan or foreign) as well as the Uruguayan identity card / Cedula de Identidad uruguaya either valid or expired.

For cases of Uruguayan citizens born in Uruguay and holders of foreign passports who do not possess a physical document for reasons of robbery/ theft / etc., the Consulates can issue a Consular Certificate that certifies the quality of being Uruguayan as long as the Consular Officer verifies it.

In case legal citizens present expired Uruguayan documents, the Consular Office will consult the Department of Travel Documentation to the effect of verifying if the interested person still maintains the quality of being Uruguay and in case affirmative, the issuance of a Consular Certificate is authorized. This process is subject to the response of the competent authorities.

Uruguayan Nationals (Law 16.021 or 19.362)

Uruguayan nationals covered by Laws 16.021 and 19.362, who has not processed their Uruguayan document yet, must travel with their valid travel document. The Consular Officers, after veriftin of the quality of being Uruguayan, must issue a Consular Certificate.

Residents who possess Uruguayan Documents

They must present their valid travel document as well as their valid Uruguayan identity card. In case of residents with expired Uruguayan document, if the residency was processed before MRREE, they must have the Consular Certificate that accredits such quality to the effect of traveling. In this sense, the Consulates must consult the Department of Residencies and upon verifying the quality of being a resident; the mentioned Department will authorize the issuance of a Consular Certificate.

If the residency was processed before the National Directorate of Migration, the interested person, in direct form must send an email to dnm-autorizaciones@minterior.gub.uy of the National Directorate of Migration, with the accredited documentation and provide information on the city they are currently located to travel. DNM will inform the Consulate if they maintain the quality of being a resident to the effect of issuing a Consular Certificate.

 

Residents who do not possess Uruguayan documents

For cases of residents whose process are initiated (residency in process) or have definitive residency granted but still has not processed his/her document of Uruguayan identity, the Consulates must consult the Department of Residency. The mentioned Department will authorize the issuance of a Consular Certificate.

In case of interested persons presenting permit to reenter, it is advised to issue a Consular Certificate in case the companies of transportations would demand.

IMPORTANT: As of 10 February 2021, pursuant to the provision of Circular 024/2021, it is informed that the National Directorate of Migration has implemented for foreign residents who do not possess a valid Uruguayan document and have processed their residency before the National Directorate of Migration, the causal “expired Uruguayan documentation” which can be found on this link.

The interested person must enter upload their date, provisionary documentation of his / her residency. The DNM will certify if he / she maintain the quality of being a resident and in case of being affirmative, they will issue an Authorization to Enter with a valid QR code for the entry in to the Republic.

Exceptional Entry: Decrees 04/2020 and 159/2020

They must initiate the process of the application for exceptional entry through gub.uy in which they must select the reason to enter.

Foreign nationals who are authorized by the National Directorate of Migration, must travel with their valid travel document, and must present the authorization with QR code issued by the said Directorate (The Certificate is valid for 30 days from the date of issuance)

Familiar Reunification and Humanitarian – In accordance with Literal H of the Decree 159/2020

Foreigners who do not need a visa must travel with their valid travel document and must present the authorization with QR code issued by the mentioned Directorate (The Certificate is valid for 30 days from the date of issuance)

Foreigners, who need a visa, must contact the Consulate to request the Familiar Reunification Visa Form which shall be filled out and sent to Department of Residency in Uruguay. It is noted that the interested person must follow the process established in Circular 173/2020 of November 2020 to previously request the authorization of entry in this this link as previously detailed on

Cases Stipulated under Literal I of the Decree 159/2020 (Labor, Economic, Business and Judicial Reasons)

They must initiate the request only through the link provided, selecting the motive of entry and providing proof. At the end of the process, the interested person will receive the authorization with QR code issued by the National Directorate of Migration (The Certificate is valid for 30 days from the date of the issuance). It is noted that with conformity to the new process implemented, the endorsement from the previous process or the interested person is no longer necessary, only the new process requested through the provided link.

 

Other Situations

Foreign Residents with approved Provisionary Identity Document

They are temporary residents (DNM) and for such, they must travel with their valid travel document and present the Certificate granted by the National Directorate of Migration which certifies the quality. (Said Certificate possess a QR code for their validation)

 

Accredited Diplomats in Uruguay

They must present their valid travel document, as well as the Diplomatic ID issued by the Ministry of Foreign Affairs. Those accredited or in the process of accreditation therefore does not possess a Diplomatic ID, must initiate the process selecting the motive: “Diplomatic” in the link provided.

 

Seamen

They must present the valid travel document, Seamen’s booklet and Certificate of the process carried out before DECOM (Department of Migratory Control)

 

In all cases, they must comply with the requisite of Decree 195/2020, of such:

-       Negative RT-PCR Test Result of up to 72 hours before the start of the trip

-       Must have health coverage in Uruguay

-       Present the Health Declaration Form (It can be completed upon arrival at the Republic)

-       Carry out the corresponding quarantine

All Consular Certificates issued by Consular Officers, when the subject are minors and Disabled persons must obtain the consent of their parents/guardians.

All consultations to this General Directorate must be carried out in advance with reasonable and sufficient time before the trip of the interested persons.
